Summary
The most important objective of the paper is to analyze exchange and rate of interest, which are considered to be the most significant external factors of the public sector's debt. The special attention has been paid to the main trends and the structure of the public liabilities in Poland. The first pat of the article presents public sector's share in polish foreign debt in 2003-2009. The other two parts reveal the most important relation-ships between mentioned factors and public sector's debt.
